UK defence investment plan set for Tuesday publication

The news

The Ministry of Defence confirmed the defence investment plan will be published on Tuesday before the Nato summit in Ankara on 6-7 July. The plan includes a £13.5bn funding increase agreed between the Treasury and No 10, plus £5bn for drones and autonomous weapons. Two defence ministers resigned earlier this month, with Healey stating the plan fell well short of what is needed and Al Carns saying it was not transformative enough.

What's at stake

The plan sets out how the UK will modernise its forces amid rapid changes in warfare. It scraps plans for new destroyers in favour of at least six hybrid vessels equipped to deploy drones. The Ministry of Defence said these vessels would be more suited to the pace of modern warfare than a small number of large expensive ships. The naval programme is described as a once in a generation investment that will provide work for British shipyards.

The UK is drawing on lessons from Ukraine to focus on cheap systems that can destroy high-value targets with innovation cycles measured in weeks rather than years. For decades much of Britain's military strength has rested on sea power with large expensive warships. The plan is one of the biggest shake-ups of the armed forces in decades.

The case for

The £13.5bn increase and £5bn drone investment will boost the Armed Forces' use of drones and autonomous weapons. The hybrid warships will be better suited to modern warfare than traditional destroyers. The programme will deliver a once in a generation investment in new maritime capability and support British shipyards.

The case against

The £13.5bn increase falls well short of the £28bn the MoD wanted. Two ministers resigned because the sum was inadequate to protect the UK and meet existing spending commitments. The plan is not transformative enough to keep up with the pace of change in modern warfare.

Why it matters now

Publication before the Ankara summit will set the UK's position ahead of alliance discussions on spending targets. If the plan proceeds as drafted, the focus on drones and hybrid vessels will shape procurement for years. A future prime minister is expected to face pressure to increase spending further toward the 3.5% of GDP target.
