Should the government revive the pared-down HS2 (Crewe-Manchester) Bill for Northern Powerhouse Rail?
The pared-down High Speed Rail (Crewe – Manchester) Bill retains a small section overlapping HS2 and Northern Powerhouse Rail, enabling a £45bn push including track to Manchester Airport and Piccadilly. Transport Secretary Heidi Alexander carried it over to the 2026-27 session in February. King Charles III's King's Speech is expected to prioritise it for a new Liverpool-Manchester line via Warrington.
