Should the government ban leasehold for new flats and make commonhold the default?
The UK Government published the Draft Commonhold and Leasehold Reform Bill in January 2026, proposing to ban leasehold for new flats and establish commonhold as the default tenure. Housing Minister Matthew Pennycook confirmed plans to activate measures from the 2024 Act to standardise service charges, improve insurance fee transparency, and rebalance legal costs. Reforms will phase in to avoid disruption for the five million existing leases in England and Wales.
