Should North East Lincolnshire Council green Rutland Street as part of its retrofit scheme?

North East Lincolnshire Council secured £3.1m government grant for a housing retrofit scheme on Rutland Street. East Marsh United is collaborating with the council to incorporate greening improvements to the street scene. Community organisation EMU is also developing a community orchard and garden on nearby acquired land.
