Should Scotland move £67m from direct farm payments to environmental schemes before 2030?
Scotland’s first Rural Support Plan keeps most farm funding as area-based direct payments until 2030–31. At that point £67m, about 15% of the Tier 1 budget, is due to shift to higher-tier schemes covering agri-environment, advice and knowledge exchange. Critics argue the delay postpones reform for a decade.
