Should Starmer have allowed 26 hereditary peers to return as life peers?

Parliament prorogued, ending the automatic seats of the last 92 hereditary peers in the House of Lords. Keir Starmer permitted 26 of them—15 Tories, two Labour, nine crossbenchers—to return by renouncing family titles for life peerages.
