Should the Health Bill abolish NHS England and give ministers new powers over the NHS?
The Health Bill abolishes NHS England and transfers its powers and duties to the Department of Health and Social Care. It also grants the Secretary of State new powers to intervene in NHS organisations and mandates a Single Patient Record. Some performance-based freedoms for trusts and ICBs are preserved, but reporting requirements and public accounts will be reduced.
