Should the UK introduce a Welfare Reform Bill to reduce long-term dependency?

The welfare bill now exceeds total income tax receipts. The Government scrapped planned cuts to PIP and incapacity benefit after backbench revolt, saving only £3bn. It has instead decided to scrap the two-child benefit cap, giving 560,000 families over £5,000 each year.
