Should neighbourhood health service estates be funded through public capital rather than PFI-style deals?

The UK Government’s 10 Year Health Plan proposes a Neighbourhood Health Service shifting care into community settings. The BMA opposes the plan as written and warns that private finance initiatives have left the NHS with an £80 billion bill for £13 billion of investment. It calls for public capital funding to upgrade GP premises and neighbourhood estates.
