Should the clerks of both Houses run Parliament's restoration programme?

Since 2022 the clerks of the House of Commons and House of Lords have held ultimate responsibility for the Palace of Westminster restoration. The National Audit Office warns that unclear leadership risks delays and extra costs. Parliament has already spent £270 million on earlier plans that were later scrapped.
