The winning case was practical and conditional. The floor’s strongest Yes argument said cool roofs could have “a significant impact on the urban heat island effect in cities”, while another argued that, if built in from the start, the measure “protects household bills and keeps modern homes livable as summers get hotter”. Several Yes voters made the same qualification: this was one part of broader climate-conscious building standards, not a standalone cure.
No voters answered with cost, winter performance and state intrusion. The most-respected No voices called it “another duty” and dismissed the proposal as “trivial”; others reduced the objection to “Stop regulating our castles” or “My property my rules”. A more technical objection pointed to trees, solar panels and winter heating, while one voter’s blunt summary was: “My black roof helps keep the house warm in winter.”
The two sides often argued past each other. Yes voters were mostly discussing dense urban housing and the marginal cost of specifying a roof during construction; No voters were testing the idea as an isolated rule imposed on every home, with “Projections are not facts” standing in for a wider distrust of climate-led regulation. Even the Yes camp conceded that cool roofs “should be part of a broader package”, a point that made the proposal sound less like a revolution than one tile in a new building code.
The roof won, but the argument for it arrived with conditions attached.

Sounds a good plan. It does need properly researching, if it proves to work, it could be done when a roof needs replacing. Yet I was under the impression that putting insulation in the roof would also keep it cooler, you can tell who has insulation when it snows. Thinking along those lines, how could we cool down inner cities in the summer? Pavements too hot for dog walking, buildings are like giant storage heaters, is there a way to cool them down as well?
If integrated into when building, this costs not a great deal more to the cost of building a house in the grand scheme of things. It’s a very simple, practical design that protects household bills and keeps modern homes livable as summers get hotter
YES It's obvious Britain is getting warmer only someone in total denial could think otherwise. However cool roofs alone are not the solution. They need to be part of a whole new thinking when it comes to building houses, including smaller windows, insulating to keep heat out as well as keep it in. Even painting houses white makes a difference! Fitting aircon isn't the answer, GB infrastructure is already going struggle to provide enough power in future without the extra load

No. In urban areas, planting trees will cool the air more than the maybe 2 degrees that cool rooves promise. And in rural areas, heating in winter is the main problem, one that heat pumps are dismal at solving and one that cool rooves will simply worsen. Installing solar panels will also reduce the benefits of cool rooves since they're dark and warm; since many homes are having or have had them fitted, mandating cool rooves seems like an unwise expense for little benefit.

There is no ‘Global Warming’ it’s a demonstrable scam, in the way there is no ‘average global temperature’. Our housing stock reflects our climate which tends towards the cold end of the spectrum. There is already too much Political interference in Building Regulations so more will increase costs for no good outcome. Warn weather is not climate & as we are coming out of an Ice Age warming is obvious. More expensive nonsense from the ‘we must do something’ brigade.
