What message does that send? Break every financial rule you want, as long as your Gulf owners build a few tram stops and fund local regeneration.

He already said too much before backtracking. it's an insult to even consider it. It would be out and out corruption to do so. Call me a cynic, but I suspect it's going on behind the scenes already as the City chairman apparently had a private meeting with the business secretary Jonathan Reynolds on 14th September, not long before the news of the verdicts was announced.
