Should the state pension be means-tested?
The full new state pension is projected to rise to £13,036 a year in April 2027 under the triple lock, which guarantees the highest of earnings growth, inflation or 2.5%. It is a universal, contributory benefit based on National Insurance records and is not currently means-tested, unlike Pension Credit or the recent income-based recovery of Winter Fuel Payments for those over £35,000. The £146 billion annual cost, now exceeding defence spending, has prompted debate about generational fairness and fiscal sustainability as pensioner incomes have outpaced working-age households.

Too many public sector pensions
We have to shed the misconception that people "pay in" for a state pension. Pensions are paid from the taxes of current workers, so we should consider pensions like a safety net benefit for senior citizens. This can be done fairly to ensure people who don't have large wealth have an income to live a comfortable life. Means testing also grants a safety net to people who didn't work full time, for example stay at home mothers who are widowed.
Very much on the fence re this because fundamentally, people pay National Insurance for 40+ years on the explicit promise of a universal safety net. However I think we need to make some sort of cut. Realistically the triple lock has created generational unfairness where young workers on stagnant wages fund state payouts for millionaires. The state pension should be a targeted safety net protecting people against poverty, not an unconditional taxpayer perk for the affluent.
Why pay into a private pension just to have it taken off you by losing the state pension you also paid into.

People have paid in across their whole working life for a pension when they retire. Retirement age has already risen to reduce the cost, means testing as well is immoral.
