The government has published a plan to meet its international 30by30 commitment to restore nature by 2030. The plan calls for landowners to voluntarily protect and enhance nature on land covering about 32% of England. Currently only 7% of land meets the criteria, and critics say the voluntary approach is completely insufficient.

Voters here delivered a clear verdict against relying on landowners' good faith to hit the 30by30 target, and the shape of the result suggests this wasn't really a fight about nature policy at all but about trust in voluntary self-regulation more broadly. With only seven per cent of English land currently meeting the standard the plan needs to reach thirty-two, a lot of voters simply didn't buy that goodwill closes that gap.

The most striking fracture was between men, who split roughly in favour of giving voluntary action a chance, and women, who rejected it by a wide margin. That gender gulf reads less as a difference over conservation itself than over whether asking politely of powerful landholders ever produces the scale of change campaigners want — a scepticism that tracks with wider debates about self-regulation versus binding rules, from water companies to corporate net zero pledges.

The result also echoes a familiar British argument: whether environmental goals are better secured through incentives and partnership with landowners or through mandation and enforcement, a tension that has run through green belt policy, rewilding rows and farming subsidy reform alike. Here, voters came down firmly on the side of doubting that the polite ask will be enough.

If the government was hoping its plan would win over the sceptics by making participation easy, this chamber suggests it hasn't — not yet, and not for the audience that most doubts landowners will act.
