Should the UK pursue a legally binding Financial Services Agreement with the EU?

UK Finance, representing around 300 financial organisations, has released a report proposing a three-stage roadmap for post-Brexit UK-EU financial services relations. The plan culminates in a legally binding UK-EU Financial Services Agreement modelled on the UK-Switzerland Berne agreement. The report explicitly rules out rejoining the EU Single Market.
