Andy Burnham has pledged to follow Rachel Reeves’ rules requiring day-to-day spending to be covered by tax receipts and debt to fall as a share of GDP. He has also floated the idea of loosening those constraints and taking greater control of essential public services, including potential nationalisation of Thames Water.
