Should the government extend the Decent Homes Standard to all privately owned homes?
15 per cent of English homes fail the Decent Homes Standard, with private renters twice as likely to live in non-decent homes as social renters. Hazards include damp, mould, poor energy efficiency, fire risks and structural defects. Labour has applied the standard to the private rented sector via the Renters Rights Act and introduced Awaab’s Law, but many owner-occupied homes remain substandard.
