Will devolution to the English regions increase growth and productivity?
Devolution deals have transferred powers over transport, skills and planning to combined authorities in areas such as Greater Manchester, the West Midlands and the North East. The government is advancing further deals under the English Devolution Bill, with the aim of aligning local decisions more closely with economic priorities. Productivity in England outside London remains below the national average, and regional growth rates have varied widely since the first deals were agreed in 2014.
