The Timms Review, the first comprehensive review of Personal Independence Payment since its 2013 introduction, found it is no longer fit for purpose. The interim report, based on nearly 40,000 responses, states PIP fails to keep pace with changes in disability, health and work, creates barriers to employment and community life, and has a dehumanising assessment process. Recommendations for reform are due in autumn 2026.

Welfare reform rarely produces near-unanimity, but this vote came close, with almost three in four voters backing the case that PIP should be replaced outright rather than merely patched. That verdict tracks the Timms Review's own diagnosis almost exactly — a system judged dehumanising and out of step with modern disability and work, not a benefit worth defending as designed.

The age pattern is the tell here: it was the over-65s, not the young, who were most emphatic that PIP has to go, alongside a five-strong bloc of 16-24s who were unanimous. That's an unusual coalition — pensioners with direct experience of assessments and disability support meeting a younger cohort primed to see the system as broken by design, while the middle-aged, likely closer to the assessment process itself, showed the most caution of any group without ever tipping toward No.

Gender told a different story: men were solidly for reform while women, in a small sample, divided evenly, hinting that among those most likely to interact with PIP as claimants or carers, the case for wholesale replacement is less obviously settled than reform advocates assume.

The result lands squarely on the side of the Timms Review's own findings, but the closer female split is a reminder that the coalition for change is not as uniform as the topline suggests.
