Should PIP payments be means-tested?

Personal Independence Payment supports around 4.1 million people in England and Wales with extra costs from disability or long-term illness. Annual spending has risen sharply to over £27 billion and is projected to reach £41 billion by 2029. The ongoing Timms Review has explicitly recommended that PIP remains a non-means-tested cash benefit, though pressure exists to target support more tightly amid rising claimant numbers including higher-income households.

PIP should be granted for those in needs, by symposium of specialists dealing with disability professionally. Also majority of PIP recipients would like and could work, but obviously cheap labour economy with millions imported annually makes their jobs search much, much difficult.
