Should all UK councils be required to reach net zero by 2030?

Dozens of UK councils have declared climate emergencies and set targets to reach net zero, some as early as 2030 — well ahead of the UK's national 2050 goal. Reaching net zero locally means decarbonising council buildings, fleets and services and working with local businesses.
