This question is framed as picking on the vulnerable but it's not the case. Not all welfare and foreign aid is money well spent. We are allowed to say so.

No brainer. Bribe fund is not really give us any advantage on the world scene. If anything makes us weak in the eyes of taking money as we give it away for nothing. We are no longer empire and we should focus on domestic issues, one of them being debt.
Overseas aid is fraud look at India they use the aid programmed to build their space agency

Overseas aid ,payments to France for their courtege service in guiding immigrants to boats. Tons of p i p payments etc wasn't a thing 5 years ago.! Too much debt costs billions to service.
