Should the UK devolve more powers from Westminster to regional mayors and councils?

Andy Burnham has proposed shifting power out of Westminster by creating a No 10 North and devolving a range of powers to mayors and councils. The likely incoming prime minister must also address tough spending decisions including a £5bn black hole after Keir Starmer's defence investment plan.
