Should the UK implement the 2025 strategic defence review's warfighting readiness reforms?
The 2025 strategic defence review concluded that post-Cold War defence planning assumptions are outdated amid Russia's invasion of Ukraine, hybrid threats and great-power competition. It calls for a shift to warfighting readiness, capability reform across the army, navy and air force, and higher personnel levels. The accompanying defence investment plan sets spending commitments including the NATO 2% of GDP target plus further increases.
