Should the UK make benefits harder to claim by increasing conditions for young people?

Prime Minister Andy Burnham has indicated ministers could tighten conditions for receiving benefits to curb the growing welfare bill. The number of people claiming personal independence payment has doubled since 2019, with spending forecast to exceed £41 billion by the end of the decade.
