Does the UK need greater parliamentary scrutiny of its defence spending plans?
The government has published a defence investment plan that includes rising nuclear weapons costs, increasing from 18% to 25% of the defence budget to fund the delayed Dreadnought submarine programme and a new £15bn nuclear weapon called Astraea. European Nato members already spend far more than Russia on defence. Parliament has complained that published information is too limited for meaningful scrutiny and the government has proposed a new select committee.
