Should England's school system shift from exam focus to employment preparation?

A government-commissioned interim report led by Alan Milburn finds England's education system is designed to produce qualifications rather than working adults. Almost one million 16- to 24-year-olds are not in education, employment or training. Three-quarters of teachers surveyed agreed the curriculum emphasises exam passing over employment preparation.
