Should Scotland introduce a mansion tax doubling council tax on homes over £2m?

The Scottish government has proposed new council tax bands I and J for properties over £1m as part of its Budget. Homes valued £1m-£2m could see an annual increase of £720 while those over £2m could rise by £3,600 to £7,700. A targeted revaluation of properties estimated above £1m would be carried out, but the levy requires parliamentary approval.
