Should the government introduce the Adult Social Care Fair Pay Agreement with annual negotiations on pay and conditions?
The government is launching an Adult Social Care Fair Pay Agreement backed by £500 million in 2028/29. It will create an independent Negotiating Body for annual talks between employers and workers on pay and conditions, with a chair appointed in autumn 2026 and negotiations starting in 2027. The government is also publishing part 3 of the Care Workforce Pathway, adding ten new role categories to cover nearly all of the 1.5 million adult social care workforce.
