Should the government reform gas standing charges and remove policy levies from bills to cut energy costs by £130 a year?

Andy Burnham is considering proposals drawn up by thinktank Nesta to overhaul gas standing charges, remove some policy levies from bills at a cost of £3.2bn a year to the taxpayer, and make electricity cheaper relative to gas. The changes would shave £130 off average household bills and make running heat pumps cheaper than gas boilers. Burnham promised to reduce the price of essentials as one of his first announcements after becoming Labour leader.
