A new policy brief compares two Colombian transit systems created under the same national law that faced identical crises. Bogotá successfully restructured its contract while Bucaramanga’s collapsed. The difference was whether public authorities had the capacity and protection to adapt long-term public-private contracts when disruptions emerged.
