Should Parliament approve the proposed Seventh Carbon Budget targeting an 87% emissions reduction by 2042?
The UK government has proposed the Seventh Carbon Budget, setting a target of approximately 87% emissions reduction for 2038-2042 in line with Climate Change Committee advice. This would be made legally binding via secondary legislation under the Climate Change Act 2008 if approved by Parliament before 30 June 2026. The proposal requires around £880bn investment over 25 years but is projected to yield a net benefit of £865bn, including £445bn in avoided fossil fuel costs.
