Should Parliament approve the designation of Iran's IRGC and HAYI as terror groups?

The UK government has fast-tracked the National (State Threats) Bill 2026 to enable designation of state-backed groups like Iran's IRGC and HAYI, which the Home Secretary says are engaged in foreign power threat activity. HAYI claimed responsibility for seven attacks on Jewish communities, journalists and Israeli-linked targets in the UK and Europe between March and May 2026, including an antisemitic arson attack in Golders Green. The designations require approval from both Houses of Parliament to take effect.
